NEW GOODWILL AMBASSADOR FOR WORLD NATURAL PROTECTED AREA`S IS PROFESSOR ANTON CARAGEA

On 13 December 2011 on United Nations Headquarters in Romania was unveiled the special initiative on protecting natural areas of United Nations Development Program ( UNDP) .

On this occasion Professor Dr. Anton Caragea was presented with the appointment of  Goodwill Ambassador At Large for the World Natural Protected Area. Professor Dr. Anton Caragea was empowered to speak on behalf the ecological and protection program`s regarding protected natural area and to represent on world stage the necessity issues related to: integrating  environment into development , environment and finance, local development, climate change, sustainable energy, ecosystems and biodiversity, ozone and climate , climate strategy etc.

In his acceptance speech as Goodwill Ambassador for Natural Protected Area Professor Dr. Anton Caragea had appreciated the wealth of Romanian natural protected area evaluated at more than 23 natural and national parks that are representing a priority for natural conservation in Romania and for the world.  This regions will be a priority for me and also we have to emphasize the educational vision in promoting natural area protection and development, touristic opportunities, conservationist education programs and international aid. All this all the pillars of developing and insuring financial independence and sustainability for natural protected areas, concluded professor dr. Anton Caragea.

The discussion concluded with the UNDP Country Representative presentation of the UNDP plans main features: The natural environment is the foundation on which poverty reduction efforts and sustainable development must be built. Poor people everywhere depend critically on environmental assets and energy resources for their livelihoods and well-being. It is widely recognized that recent and ongoing global shocks, food, fuel, financial, climate change, have linkages, if not in some cases direct lineage, to environmental issues related to the use and management environmental systems and services. Therefore, mainstreaming environment and sustainable development, including climate change, in national development planning and implementation is central to UNDP`s poverty reduction and Millennium Development Goal mission.

The Conference and Exhibition on European Military Hardware and Equipment was organized under the high patronage of European Council on International Relations and was gathering top level military equipment manufacturer members of European Council on International Relations defense department .

In his opening statements, Professor Dr. Anton Caragea had underlined the high research and quality amalgamated in European latest military products presented at the show. European defense industry is without a doubt capable in meeting all defense necessity and also to export high quality products for defense.

To be true to reality if in 1988 Europe was the top 3 manufacturer and exporter of defense products in the world today we are on a honorable place 7 or 8 in the world , a position that keeping in context the latest military technology development is an impressive efforts from European technicians and specialists.

EUROPEAN UNION CONFIRMS DEMOCRATIC STATUS OF KAZAKHSTAN PRESIDENTIAL ELECTIONS

Between 28 of March and 6 April 2011 a European Union delegation from European Council on International Relations has realized the election monitoring for Kazakhstan presidential poll.

The monitoring mission was realized based on an invitation from the Ministry of Foreign Affairs of Kazakhstan. Between 28 of February and 28 of March the Monitoring commission has under scrutiny the mass media law, the election law, the political laws and the Constitutional Law of Kazakhstan and had operated a surveillance of the measure taken by the Central Electoral Commission in order to insure a free and open election atmosphere.

The conclusion of the European Council on International Relations monitoring commission was that: the necessary steps in order to insure an honest and balanced electoral consultation respecting democratic standards were taken by Government of Kazakhstan. The European Union monitoring mission insured also the Election Day supervision, the supervision of counting and tabulation of elections results in a significant and representative number of sections and commissions.

The preliminary conclusion of the Kazakhstan monitoring mission was publicly presented on 4 April 2011 in a press conference at Ramada Hotel in Astana by Professor Dr. Anton Caragea, President of European Council on International Relations . The press conference included the presentation of Preliminary Monitoring Report for 3 April Presidential Elections and official presentation of data collected on election day and on tabulation phase, the conclusion being that the Monitoring Commission is endorsing the Kazakhstan elections as representing the free and democratically expressed voice of Kazakh people decision.

The European union report endorsing the free and fair character of Kazakhstan elections was presented on 4 April at 14:00 hour being fallowed at 16:00 by the Report of European Parliamentary Assembly endorsing also the democratic process of elections held in Kazakhstan and at 18:00 hours by the Shanghai Cooperation Organization report also supporting the elections result.

Finally Professor Dr. Anton Caragea held the honor of speaking on Security and Proximity Policy of European Union at Euro-Asian University. This honor was previously awarded to Hillary Clinton, George Bush jr.-United States President and Prince of Norway- Haakon and President Emil Constantinescu of Romania.

The meeting with students and professors of university had marked a two hours dialogue on European Union realities and mechanism bringing closer Central Asia and Europe.

The final report of monitoring mission of presidential election held in Kazakhstan was read in a double and concomitant ceremony in Bucharest and Brussels on 12 of April 2011.

The Election Process was on all his duration and in all his faze in conformity with international standards , international accepted norms and Copenhagen Criteria and is recognizing the April 3 Presidential Elections in Kazakhstan as free , fair , open and in complying with democratic values and criteria’s.

Today democratic and prosperous Kazakhstan is building a new euro-asian relation. Once Kazakhstan had obtained the democratic credentials European Union is having a stabile and open partner in Central Asia. The involvement of European Council on International Relations in supporting democratic process in Kazakhstan is a new bridge that is uniting the two countries.


EUROPEAN UNION DELEGATION IN TURKMENISTAN

European Union delegation visit in Turkmenistan .

Between 10 and 15 of December 2010 a European Union delegation from the European Council on International Relations was paying an official visit in the Republic of Turkmenistan at the invitation of Turkmenistan President Gurbanguly Berdimuhamedov.

The European Union attended the International Congress marking the 15-th anniversary of proclamation of Turkmenistan neutrality. On this occasion professor Dr. Anton Caragea, President of European Council on International Relations  and his delegation where received by Turkmenistan President that emphasized his desire for a closer relationship with European Union  . During the talks was re-issued the invitation for Turkmen President to pay an official to European Council on International Relations in 2011. The President of Turkmenistan accepted greatfully the invitation

Also on the side lines of the Conference prof.Dr.Anton Caragea, President of European Council on International Relations has discussions with Minister of Foreign Affairs of Turkey ,Ahmed Davutoglu  , Sergei Lebedev , Executive Chairman of Community of Independent States , Elmar Mamedyarov, Minister of Foreign Affairs of Azerbaijan , Vladimir Norov , Minister of Foreign Affairs of Uzbekistan and other personalities from Republic of Moldova , Belarus , OSCE, ECO and CIS etc.  On this occasion the Minister of Foreign Affairs of Uzbekistan addressed an official invitation for Professor Anton Caragea, President of European Council on International Relations to carry an official visit in Uzbekistan in 2011.

The European Union delegation was received by Turkmen Parliament Presidency and hold talks at Ministry of Foreign Affairs and Ministry of Economy of Turkmenistan. The parties had agreed on intensifying the bilateral relation, the political relation being considered as excellent and was emphasized the need to foster economical cooperation dimension on bilateral relations. Also was decided to make efforts in balancing the economical trade deficit between European Union  and Turkmenistan by increasing imports of European Unions  goods by Turkmenistan. Also the parties had agreed to support the opening of Turkmenistan presentation stores in Paris , Berlin and Bucharest in 2011.

The European Union delegation also visited important cultural and economical institution from Turkmenistan as: Turkmen Academy, Ashgabat University, Archeological excavation site of Nyssa, Carpet National Museum, National Museum of History, and energy sector of Turkmenistan. On this occasion the Turkmen National Television filmed and broadcasted a documentary about the international activity of Professor Anton Caragea, President of European Council on International Relations and the significance of his visit in Turkmenistan.

The visit of European Union delegation in Turkmenistan was a resounding diplomatic success in fostering bilateral relations and in increasing the quality of European Union -Turkmenistan relationship bringing a plus of visibility and prestige to European Union diplomatic activity in Central Asia region.

First of October  1960 is the day when Nigeria gained his independence from British Colonial Masters, before this date the political entity known today as Nigeria was created in 1914 by the amalgamation of North and Southern British Protectorates. From this day of 1-th of October Nigeria took her destiny fully and firmly into her hands as political leadership came to be exercise by his own citizens, freely elected also by his on citizens in universal suffrage. From this day forward Nigeria continued to build here national unity and to unify several national groups into one united national state. This was, is and will for ever be our mission.    This year being 50 years from independence this date is even more important and celebrated.

 

How would your Excellency describe the present day relation between Romania and Nigeria on political, culture ,economy?

The diplomatic relations between Nigeria and Romania has been cordial at political level. However there is need for improvement especially among high level officials. Consultations are going to actualize some treaties signed earlier that need taking cognizance of the new realities of Romania becoming an EU member. One of this is the Agreement between Governments of Romania and Federal Republic of Nigeria on cooperation on military field. Top officials of the two countries meet in Bucharest early this month and harmonized the draft. It is hoped that Ministries of Defense of two countries will sign it early in the next year. We have also in the cultural field Nigerian artist resident in Bucharest that held several exposition showcasing Nigerian and Romanian themes. These have been well received by the Romanian public and foreigners alike.

Nigeria today and Nigeria of tomorrow, how is developing and changing the most populated country of African continent?

We Nigerians and our government we have done to outstanding things; first he adopted a zero tolerance policy on corruption and shaped a policy based on seven programs of economical and infrastructure development of the country.

Our  visionary government has establish a long term plan called Nigeria 2020 in order to transformed the Nigerian economy as to be one of the 20 most industrialized country by this period end . The aim is that in 2020 we will have a GDP of 900 billion and an income per capita of 4.000 dollars. This is a firm intention of transforming Nigeria economically, politically socially and cultural. Our country also has undergone a complete resolution of the Niger Delta Conflict establishing a special minister for the developing of the region and granting an amnesty for the misguided rebels. The former combatants accepted this amnesty and lay down there arms. A program of rehabilitation and social inclusion has also being established for them. This recent evolution will reassure all investors, including Romanians that we are having a secure climate for there investments. Plus, as a result of our  government efforts Nigeria was elected with a high majority as a non-permanent member of the Security Council at United Nations.  Furthermore our country was selected for here stability to host the International Youth Soccer Championship by the FIFA.

What is your Excellency message for the Romanian people at this anniversary time for Nigeria?

How can we describe the development of Nigeria to Romanians for a better common understanding?

It is in the same time easy and difficult to make such a declaration. Nigeria and Romania has gone a long way from establishing diplomatic relations. Political, cultural and economic relations and the quantum of our bilateral relations are continually developing. Romania is a friendly country that assured the instructions for many young Nigerians in his learning institution. My message is that these relations could be foster in our mutual interest. Romania has the technological capacity that Nigeria needs to exploit fully here industrial, agricultural, oil and solid natural reserves. We appeal to Romanians to open there hearts and minds in order to cooperate with Nigerians counterparts to exploit this enormous bilateral potential.   

In order to do this we have organized a strong Nigerian delegation that visited Romania and was well received by the Romanian Chambers of Commerce and by government authorities. The understandings reach then could be actualized in the nearest future. The area on which we must work now is the tourism, an area where Nigeria has enormous potential and we are warmly inviting Romanians to enjoy the friendship, human warm and hospitality of Nigerians. We have in Nigeria festivals and event throughout the year and on our land the sun is shining all year long. 

   

VISIT OF EUROPEAN DELEGATION IN KOREA

Between 23 of September and 5 of October 2010 in the framework of Next Generation Leaders Visit Korea Program, Professor Anton Caragea, President of European Council on International Relations of European Union was invited for an official information visit in the Republic of Korea. The invitation was made by Dr. Soogil Young, Chairman of the Presidential Commission, President of National Strategy Institute, and Chairman of Korean National Committee for Pacific Economic Cooperation.  The visit included a complex program of political, economic and cultural visits destined to offer to Professor Anton Caragea a complete image of today situation in Korea and also a chance to meeting key politic and economic leaders interested in cooperation with European Union .

  The visit included dialogue and briefings at Korea Energy Economics Institute , Seoul Digital Media City , Presidential Committee on Seoul G20 Summit , Korea Creative Energy Content, Presidential Council on National Branding , Korean Parliament Foreign Policy Committee ,Electronic Telecommunication Research Institute, Daedeok Innopolis , Korean Institute of Science and Technology , Hyundai Heavy Industries .

In light of his successful contribution to Organization for Security and Cooperation in Europe (OSCE- Bucharest Conference 2010) Professor Anton Caragea was asked to deliver a key note speech for Presidential Committee on Seoul G20 Summit to explain how it created a diplomatic success and what lesson could be learned for G20 Summit. Another speech was held at Presidential Council for National Branding where Professor Anton Caragea highlighted his creation: European and Romanian Strategy for National Branding.

The program included also extensive traveling to Korea from Seoul to Ulsan, Bulguska , Seokguram Grotto , Chumsung Dae and a variety of art, entertainment spectacles destined to offer to Professor Anton Caragea an image of historic and cultural treasures of Korea.

Bratislava School of Law was declared best European University.

On 12 of May 2010 during the European Cultural Week, sponsored by the European Council on International Relation in Brussels , the annual gathering of European Educational Council has evaluated the candidature for the prestigious EXCELLENCE IN EDUCATION AWARD for 2010.

The EXCELLENCE IN EDUCATION AWARD is dedicated to reward the most prestigious universities in Europe on bases on research activities, research contracts, educational activities, curricula and students result, satisfaction and educational atmosphere.

For 2010 the EXCELLENCE IN EDUCATION AWARD was entrusted to Bratislava School of Law, the most renamed university in Central Europe. Bratislava School of Law is offering a large area of educational programs in informatics, law , economics, mass-media and is fallowing a rapid development with establishments in Prague, Brno , Vienna all this being taking into consideration in awarding the prestigious title .

On the visit in Bratislava of European delegation professor Anton Caragea has visited the Bratislava School of Law, has meeting with professors and students and visited the educational facilities of the Bratislava School of Law. Also during the visit professor Anton Caragea have meet professor Jan Carnogurski , former prime minister of Slovakia  and the Rector of Bratislava School of Law – dr. Jan Svak .

The EXCELLENCE IN EDUCATION AWARD was entrusted to the leadership of the university in an official ceremony as a European recognition for the triumphs of Slovak learning system on European Union educational environment.

TOP OF WORST UNIVERSITIES IN THE WORLD

OMAN OPENS THE TOP OF WORLD WORST EDUCATIONAL SYSTEMS

 

In the 2010 World Top of Universities presented at the European Council in Brussels the Universities of Sultanate of Oman ranked as the world worst universities.Among the factors that lead to these qualifications, that put Oman even below countries like Afghanistan and Iraq the report present:

–         The chronicle lack of founding in the Oman Universities

–         The lack of credible international affiliation

–         The lack of presence of Omani professors in international conferences, international organization for education

–         The poor intellectual and research quality of  Omani Universities , in the last 10 years not one Oman University did not received an international award, international prize or international recognition to their activities

–         The lack of international connections between the academic environment of Oman Universities and the international academic medium

All this factors transformed Oman University System in the world`s most underdeveloped and isolated system producing only diplomas not competencies or personalities for the future. The report stress that Omani diploma must remained unrecognized in European Union unless a severe and selective exam is imposed on the beneficiary of the Omani educational system.

SYRIA : A POWERFUL DEMOCRACY FIGHTS FOR PEACE

Foreign Minister Walid al-Moallem said on Saturday that “While the world has recognized the constructive role carried out by Syria under the leadership of President Bashar al-Assad to maintain security and stability of the region, the public opinion still remembers the American fabricated campaign before the war on Iraq.

It seems that the current American Administration is trying to repeat the same scenario.” Minister al-Moallem was answering a question by the Syrian Arab News Agency (SANA) on recent statements by US Secretary of State Hillary Clinton at a meeting of the American Zionist lobby.

“We warn the United States of adopting the Israeli false allegations and confirm that what actually destabilizes the region is the US excessive supply of all sophisticated weapons to Israel and its going along with Israeli government’s false allegations at our expense,” al-Moallem added.

In a speech at the American Zionist lobby in Washington and in the presence of Israeli war minister Ehud Barak, Clinton had adopted Israel’s allegations that Scud missiles were delivered through Syria to Hezbollah in Lebanon, reiterating the depth of the alliance between the United States and Israel and that Washington will always support Israel
